He served as the Health Attaché of the United States Mission to the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the U.S. Mission to the Organization for Economic Cooperation and Development (OECD) from 2005-2009. While stationed in Paris, Mr. Hoff represented the U.S. Government on a broad range of issues of health and science policy on the international level, including intellectual property rights, health information technology, medical innovation, and comparative health systems data.&lt;br /&gt;&lt;br /&gt;Prior to his work with UNESCO and the OECD, Mr. Hoff served as a Deputy Assistant Secretary for Planning and Evaluation at the U.S. Department of Health and Human Services. He was in charge of the Office of Disability, Aging, and Long Term Care Policy. Before joining Heritage in 2008, von Spakovsky served for two years as a commissioner on the Federal Election Commission, which is responsible for enforcing federal campaign finance laws for all congressional and presidential elections, including the public funding program.&lt;br /&gt;&lt;br /&gt;Doug Kendall will discuss &lt;i&gt;Citizens United&lt;/i&gt; and the Constitutional Accountability Center's (CAC) ongoing work on the key issue addressed in that opinion:  namely, whether corporations have the same rights as individuals, particularly when it comes to influencing electoral politics. Edward Whelan III&lt;/b&gt;&lt;br /&gt;&lt;i&gt;President, Ethics &amp; Public Policy Center&lt;/i&gt;&lt;/center&gt;&lt;br /&gt;M. Edward Whelan III is the President of the Ethics and Public Policy Center. He directs EPPC's program on The Constitution, the Courts, and the Culture. He is a frequent contributor to &lt;a href="http://www.nationalreview.com"&gt;&lt;i&gt;National Review Online&lt;/i&gt;&lt;/a&gt; and its &lt;a href="http://bench.nationalreview.com/"&gt;Bench Memos&lt;/a&gt; blog. &lt;br /&gt;&lt;br /&gt;Mr. Whelan, a lawyer and a former law clerk to Supreme Court Justice Antonin Scalia, has served in positions of responsibility in all three branches of the federal government. From just before the terrorist attacks of September 11, 2001, until joining EPPC, Mr. Whelan was the Principal Deputy Assistant Attorney General for the Office of Legal Counsel in the U.S. Department of Justice. In that capacity, he advised the White House Counsel's Office, the Attorney General and other senior DOJ officials, and Departments and agencies throughout the executive branch on difficult and sensitive legal questions. Mr. Whelan previously served on Capitol Hill as General Counsel to the U.S. Senate Committee on the Judiciary. In addition to clerking for Justice Scalia, he was a law clerk to Judge J. The Justices addressed such topics as using foreign court precedent in deciding U.S. constitutional cases, and whether the U.S. should take into account shifting world standards on social and moral issues such as the death penalty. &lt;br /&gt;&lt;br /&gt;With the kind permission of C-SPAN, we present the video of this historic debate, followed by live discussion of the issues presented. The discussion will be moderated by &lt;strong&gt;Judd A. Serotta&lt;/strong&gt; of Blank Rome LLP, and &lt;strong&gt;Stewart M.
