He served as the Health Attaché of the United States Mission to the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the U.S. Mission to the Organization for Economic Cooperation and Development (OECD) from 2005-2009. While stationed in Paris, Mr. Hoff represented the U.S. Government on a broad range of issues of health and science policy on the international level, including intellectual property rights, health information technology, medical innovation, and comparative health systems data.

Prior to his work with UNESCO and the OECD, Mr. Hoff served as a Deputy Assistant Secretary for Planning and Evaluation at the U.S. Department of Health and Human Services. He was in charge of the Office of Disability, Aging, and Long Term Care Policy. He led the Office’s research on these issues, and also worked on additional policy initiatives such as reform of the medical malpractice litigation system, improvements in patient safety, and reform of the health care financing system.

Before joining the Government, Mr. Hoff practiced law for more than 30 years, specializing in health law and policy.

May 10 - Citizens United and the Future of Campaign Finance Law

On Monday, May 10, 2010 at 5:30 PM, the Philadelphia Lawyers' Chapter of the Federalist Society and the Philadelphia Lawyer Chapter of the American Constitution Society are proud to jointly present a debate on:

Citizens United and the Future of Campaign Finance Law

Faculty:

Hans von Spakovsky
Senior Legal Fellow/Manager, Civil Justice Reform Initiative, Center for Legal and Judicial Studies, The Heritage Foundation

Doug Kendall
Founder and President, Constitutional Accountability Center

*NEW* Location: *NEW*
Drinker Biddle & Reath LLP
One Logan Square
18th & Cherry Streets
Philadelphia, PA

Hans von Spakovsky is responsible for the Heritage Foundation's initiative studying the legal aspects of elections such as campaign finance, voter fraud, voter identification laws, registration and equipment issues — important topics in an era of razor-thin victory margins for national candidates. Before joining Heritage in 2008, von Spakovsky served for two years as a commissioner on the Federal Election Commission, which is responsible for enforcing federal campaign finance laws for all congressional and presidential elections, including the public funding program.

Doug Kendall will discuss Citizens United and the Constitutional Accountability Center's (CAC) ongoing work on the key issue addressed in that opinion: namely, whether corporations have the same rights as individuals, particularly when it comes to influencing electoral politics. CAC recently published an historical and legal account of that question, entitled A Capitalist Joker: The Strange Origins, Disturbing Past and Uncertain Future of Corporate Personhood in American Law.

Preregistration is required for security purposes.  The deadline for preregistration has been extended; please RSVP as soon as possible.  Check in and reception begins 5:00 p.m.

This program is approved in Pennsylvania for one (1) hour of substantive CLE credit.  Continuing Legal Education credit is available for $15.00 for non-members, $5.00 for Federalist Society members.  If no CLE credit is requested, admission is $5.00.
